Razor SX500 runs but dies within 20 minutes of riding

My razor Sx 500 dies very quickly after rising for about 15 to 20 minutes and doesn’t go full speed. I’ve tested the batteries which was 13.5 for all 3 batteries... What else could be wrong with it

It is most likely to be the battery pack causing the problem. The lights on the throttle are a basic Voltmeter so if any of these lights turn off before the bike stops running then that indicates that the battery pack Voltage is dropping which is causing it to stop running.
