How is front caliper brake attached?

How is front caliper brake (BRK-640), described as aluminum, attached to the steel forks on my scooter? The vertical tube portion of the fork is 25 mm in length and the gap between the bottom of the fork tube and the top of the tire is 20mm. My scooter has a 12.5 x 1.25 tire on the front. Our front caliper brake item # BRK-640 attaches to the forks through hole in the fork's crown. Here is a photo that shows where it attaches.

If the fork crown does not have a hole already drilled into it for a caliper brake, then one could be drilled into it for attaching the brake.
