Can I use a OEM AC adapter input 120VAC 60mz 25w Output 12 VDC 1A to charge a 12volt pulse performance scooter

Pulse Performance electric scooters require a battery charger to recharge the battery or battery pack. If an AC adapter was used to recharge the battery or battery pack then it would become overcharged which would damage it.
