I have never seen an electric bike that looks exactly like that before. It does not look like it was a very common model here in the USA, however it is a standard Chinese-made electric scooter.
You will probably have a hard time finding a wiring diagram for it but you could buy a new speed controller and use the new controllers wiring directions to rewire the scooter from. Installing a new speed controller will get the motor running (if all of the components other than controller are good) and maybe get the brake light working, but the headlight, taillight, and turn signals are usually wired outside of the controller's circuit.
