Velocifero 48 volt 1000w

Bought scooter,not running.i did steps 1 to 5,all (steps) the scooter is less than a year old. I don't have a manual,can u help? P.s when turning the back wheel it's bumpie,jerky it's a clean scooter thank you.

I checks however was not able to locate an owner's manuals for Velocifero scooters. Usually when a scooter does not run the first thing we do is test the Voltage of its battery pack, and then of its individual batteries in the pack. If they have a normal Voltage of around 55 Volts for a 48 Volt battery pack, and 13.5 Volts per battery in the pack, then we would do a load test on the battery pack or the individual batteries in the pack. If all of the batteries and the battery pack passes the load test then the next step is to start testing the power switch, fuse or circuit breaker, brake lever switches, and throttle to see if the problem is with one of these parts.
