Motor stays on

I am trying to figure out why when I hook up the battery cables since I needed new batteries the Scooter just starts roiling and doesn't stop until I disconnect the battery cables turning the key to off doesn't turn it off .what could be the problem? Always running ..
This kind of problem is almost always due to a faulty controller, however there is also a very small chance that it could be the throttle.

To determine which part is causing the problem unplug the throttle from the controller and see if the motor still runs when the batteries are connected. If the motor still runs with the throttle unplugged from the controller, then the controller is faulty and needs to be replaced.
