Battery Charger blinks red when scooter swicth on or off

ST1000 Scooter currently not running. Trying to troubleshoot. Has new batteries and charger blinks red whether scooter power switch is On or Off. What is that

 indicating ? 

Usually when a charger's light blinks red that indicates a fault with the charger. I would test the charger with it plugged into only the wall and not plugged into the scooter. If the red light still blinks during this test then the charger has most likely failed. A test of its output Voltage could be performed to verify its condition.

If the charger's light goes to green when it is only plugged into the wall then it is possible that the batteries are incorrectly wired or there may be a problem with the charger port.
