Scooter has no power

I have an ewheels scooter that has no power. Unit comes on and throttle works normally with wheel off the ground. Will not move at all when on ground, lights flash but unit acts like batteries are dead. It is a two wheeled bike not sure of model it is an older one. Batteries have been replaced and fully charged.

We would start by testing the Voltage of the battery pack when the scooter is on the ground, the power or key switch is on, and the throttle is fully engaged. If during this test the Voltage significantly drops then that points towards a faulty battery in the pack. If the Voltage does not drop then that points towards another part causing the problem.
