When you twist the throttle does the headlight loose brightness and get dimmer?
No. It has a very bright light and turn signals. Only the right side is lit up on the dashboard. The left side is not lit at all. I just tried to check it and the battery is dead. Itvwas fully charged. I'm going to replace it first. Can it show fully charged but not go when you engage the throttle? Is that why the dashboard is not completely lit up.

An old or worn out battery could show fully charged on the indicator and then when the throttle is twisted its Voltage could drop to a level where the motor will not operate.
