Throttle doesn’t work but scooter still goes on it’s own.

So I bought a used Blade Z xtr, I was told that it only needs new batteries. After replacing the batteries the scooter does to oddest thing, the motor start “puttering” and the scooter inches forward on its own. When I pull the throttle nothing happens also.
