Control Module vs E-Kit (7 Connector/Single Speed) (Razor e300)

The control module and the E-Kit (7 Connector/Single Speed) look similar and look like they function similarly. I was wondering what the differences are and if both are used in the e300 scooter. It also looks like a throttle comes with the E-kit. In the wiring diagrams, the big grey box wasn't clearly labeled. Which one is more necessary or important?

The control module does not include a throttle, and E-Kits includes a control module and a throttle. We do not sell E-Kits for the E300 scooter, we sell E300 control modules and throttles separately. Both the throttle and control module are required to be installed and functional in order for the scooter to operate.
