Balance board charer

My charger light is green until it's plugged into the board then goes off and is not charging the board. Is it the charger or board at fault ?
We are not exactly sure what could be causing this. It could possibly be caused by a battery that has a very low Voltage level in it. I would begin troubleshooting by testing the Voltage of the battery pack.
