euro 4 problem

We are not sure exactly where the problem would be. Does anyone else out there have any experience with the Euro 4 scooter?

euro only travelled quarter of a mile and packed up, batteries showing over 12 volts each. jacked up scooter and loud clicking noising coming from rotating wheels. electric brake given up the ghost. Not the wheel bearings. Is it likely to be just the brake or the motor. to save me taking the whole thing apart any ideas ?
